The City of Syracuse and Hamilton County participate in the Rural Opportunity Zone (ROZ) Program. This program helps pay student loans for people moving into the community to work or start a business. The City of Syracuse and Hamilton County also participate is the Neighborhood Revitilization Program. This is a property tax rebate program for qualifying properties that are being substantially improved.
